I. Classification and Issuance of Italian Voice Numbers

Italy’s number system, uniformly regulated by AGCOM, is mainly divided into the following categories, each with different entry thresholds:

  • Non-Geographic / VoIP Numbers (Non-Geographic)

    • Examples: +39 055 and other special ranges / 55

    • Specifically allocated for cloud-based VoIP services. Some providers offer non-geographic numbers with relaxed local address requirements, suitable for overseas entities operating purely from abroad.

  • Toll-Free Numbers

    • Examples: +39 800, +39 803

    • In Italy, these are called “Numero Verde” (Green Numbers). The caller pays completely free, making them the ideal choice for multinational enterprises building pre-sales consultation and high-end customer service.

  • Mobile Numbers (Mobile)

    • Format example: +39 3xx (note: the original text “+33 3xx” is a typo; Italian mobile numbers start with +39)

    • Used for triggering two-way voice, RCS messaging, or dual-factor SMS authentication (2FA), mainly in finance and local e-commerce.
